Intoxicating Cannabinoid Control Act (ICCA)

Across Missouri, intoxicating cannabinoid products are currently being sold outside the state’s regulated marijuana system in gas stations, smoke shops, and convenience stores.

Because these products fall within a regulatory gap, many are sold without the testing, labeling, licensing, or age restrictions required under Missouri’s voter-approved marijuana program.

The Intoxicating Cannabinoid Control Act (ICCA) closes this gap and establishes clear authority to regulate these intoxicating products.

Missouri law enforcement leaders support the legislation as a necessary step to ensure intoxicating products are regulated consistently and that law enforcement agencies have the tools needed to address illegal sales occurring outside the licensed system.

The Police Chiefs Legislative Coalition is asking the General Assembly to pass the Intoxicating Cannabinoid Control Act to address this regulatory gap.
